Dr.VIGNESH SORNAMOHAN, Ph.D.

National Digital Library of India
IIT Kharagpur, West Bengal.

Dr.Vignesh Sornamohan is currently the Chief Strategic and Outreach Officer, National Digital Library of India. He is also the Founder of Brillion IAS Preparer, a mobile based low-cost training solution for the civil services aspirants. Earlier to this, he worked with the Indian Public Library Movement and CSC e-Governance Services India Limited. He has more than fourteen (14) years of research, development and programme management experience in the domains of information and communication technology for development (ICT4D), education, skill development,e-Governance, social entrepreneurship, public policy, health, and rural development.

He has managed large development projects like National Digital Literacy Mission (NDLM), Cybergram Yojana, E-Inclusion: IT Training for Rural SC/ ST/ Women beneficiaries, E-Vidya: Innovative Project for Rural Women, Women Digital Literacy Project, Child Labour Family Linkages Project, Financial Literacy and Investor Awareness, Legal Literacy, Tele-ophthalmology, Digital Diagnostic Kits and Telemedicine Centres. He has also conceived and implemented many innovative ICT-led policy initiatives for promoting inclusive growth in rural parts of India.

Vignesh holds a Doctor of Philosophy from the Centre for the Study of Law and Governance, Jawaharlal Nehru University (JNU), New Delhi, with a Masters in Public Management. His research interests include public access to technology, technology enabled learning, governance, public policy, social enterprise development, inclusive growth, rural development, etc. He has been actively participating in various international forums like United Nations General Agreement on ICT4D, Internet Governance Forum, eASiA, International Telecommunication Union, eINDIA, etc.
